It actually downloads the document and it opens in Acrobat Reader. The settings for all pdf files in the Get Info panel is set to open with Acrobat Reader. Am I doing something wrong? What I want is to preview with acrobat reader using Safari, like I used to before Safari 12, before deciding if I want to download it.
As far as I know the preview plugins for Acrobat reader are not available for Safari If the only choice besides Mac preview in Safari is to download and open with a pdf app, I would switch back to open pdf files with pdfpro, my preferred app for PDFs.

I have just tested it multiple times and it works. Mac OS X Speciality level out of ten: Browser plug-ins typically do not support all PDF capabilities or offer comparable features.
